SUNAPEE BOARD OF SELECTMEN
7:00 PM Town Office Meeting Room

Present: Fred Gallup Chairman, William Roach Vice Chairman, Charlotte Brown, Emma Smith, Donna Nashawaty, Town Manager

Chairman Gallup opened the meeting at 7:00PM  

Boston Cane Presentation
Chairman Gallup presented Rupert Molloy, who is the oldest living Sunapee resident at 98 years old, with the Boston Post Cane, as members of his family looked on. Brian Molloy, Mr. Molloy’s grandson gave the Board a history of his Grandfather’s ties to Sunapee.

Town Manager
•The Argus will be starting up again, monthly until summer and then weekly. Archie Mountain will be the Editor.
•Donna Nashawaty attended the Lake Sunapee Watershed presentation on Culverts by the LSPA at the January 6th Planning Board Meeting.
•Donna Nashawaty went over the agenda for the Budget Public Hearing scheduled for Tuesday, January 11, 2011.

Sunapee Police Benevolent Association
Officer Tim Puchtler gave a brief overview of the projects that the Benevolent Association has been involved with in Sunapee. The most recent project was purchasing a liner for the Sunapee skating rink in the Harbor.

Scott Blewitt-Recreation Director
Motion to authorize to the bills totaling $19,270.82 from the Special Recreation Fund by Selectman Brown, seconded by Selectman Smith. All in Favor.

Warrant Articles
The first 6 articles will be the zoning ordinance articles. Per the Town Attorney and Dept. of Revenue, because there is a state statue that states that a bond article should only be preceded by zoning articles. The article for the wastewater treatment plant should be moved from article 8 to article 7

Motion to recommend Article -Fire Apparatus Capital Reserve by Selectman Brown, seconded by Selectman Roach. All in Favor. Recommended.
Motion to recommend Article -Highway and Transfer Station Equipment Capital Reserve Fund by Selectman Roach, Selectman Smith. All in Favor. Recommended
Motion to recommend Article -Town Bridges Capital Reserve Fund by Selectman Brown, Selectman Roach. All in Favor. Recommended
Motion to recommend Article -Town Buildings Maintenance Capital Reserve Fund by Selectman Smith, seconded by Selectman Brown. All in Favor. Recommended
Motion to recommend Article -Conservation Commission Fund by Selectman Brown, seconded by Selectman Smith. All in Favor Recommended
Motion to recommend Article -Cemetery Expendable Trust Fund by Selectman Brown, seconded by Selectman Roach. All in Favor. Recommended

Motion to recommend Article -Used Highway Equipment Capital Reserve Fund by Selectman Brown, Selectman Roach. All in Favor. Recommended

Selectman Brown suggested that the articles be grouped together by department so the public can see the “big picture”. Donna Nashawaty said the articles are usually put with the most important articles on the top of the list. It was the consensus of the Board to keep the order of the articles as presented. Selectman Brown also to have the word Veterans Field inserted into article 24. Selectman Brown wondered if there was a more appropriate for the $100,000 from the Hydro Revenue Fund other than to make an additional principle payment on the Safety Services note, especially if the interest rate on the Safety Services Building is low. Donna Nashawaty stated that to use the hydro revenue on something other than the Safety Services Building note, it would have to be defined as a capital expense. Donna Nashawaty went on to say that the Town does not have a lot of debt, other than the Safety Services loan and a loan shared with the Water and Sewer Department.
